Santa Clara follows a Council-Mayor system of governance. Voters elect the Mayor and five City Council members at large, each serving staggered four-year terms. The Mayor presides over Council meetings as its chair. The City Manager, reporting to both the Mayor and Council, serves as a key link between City leadership and municipal departments. Department Heads—such as those in Power, Fire, and Public Works report directly to the City Manager.
